This award is given for significant
contributions to the development of VTOL aircraft other than helicopters. It
honors an aeronautical engineer, devoted to public servant and AHS officer who
was instrumental in fostering the early development of VTOL aircraft in the
United States. The award consists of a large plaque on which is inscribed the
name of each winner, and a plaque for the recipient.
